The current governing law is Federal Decree-Law No. 13 of 2024 on Protection Against Domestic Violence, which repealed and replaced the earlier Federal Decree-Law No. 10 of 2019.
Article 4 defines domestic violence as any act, omission, verbal abuse, threat, or neglect, including sexual or economic exploitation, committed by one family member against another in a way intended to cause or resulting in physical, psychological, sexual, or economic damage. Verbal abuse is named directly in this definition, not simply implied under a broader psychological abuse category.
The law covers spouses, children, a parent’s spouse, children from another marriage, relatives by blood or marriage up to the fourth degree, and anyone linked by guardianship or custody.
It provides for protection orders, rehabilitation courses for offenders, and restrictions specifically covering electronic communication. It also provides for imprisonment and fines of up to AED 50,000. This carries considerably more weight than the previous 2019 law’s more limited fine range. Penalties can double for repeated offences within a year.
