The RERA Administrative Route
RERA handles off-plan property complaints through the Real Estate Violations System. There is no service fee to file a RERA complaint and initial action typically begins within 5 business days. RERA can order supervised project completion, require the developer to compensate you, or rescind the contract. The process is faster for administrative remedies. However, RERA cannot order financial compensation directly in the way a court can. If you need a financial judgment, RERA is the starting point not the end point.
The Dubai Property Court Route
The Dubai Property Court handles all types of property disputes beyond tenancy matters. Court proceedings cost a filing fee of 3.5 percent of the claim value, capped at AED 40,000 for complex property cases. Expert fees in property cases typically add AED 15,000 to AED 30,000. Court proceedings take longer, typically 9 to 18 months for a first-instance judgment in a property ownership or developer dispute. However courts can award full financial compensation, order contract termination with refunds, order specific performance and enforce judgments against assets. The Rental Disputes Centre handles tenancy matters and resolves most cases within 30 to 60 days.

Real estate disputes in Dubai are governed by several key laws. The applicable rules depend on the property, the transaction, the contractual obligations and the type of dispute.
- Federal Decree-Law No. 25 of 2025 on Civil Transactions governs contracts, property rights, compensation and available legal remedies for contractual breaches.
- Federal Decree-Law No. 42 of 2022 on Civil Procedure governs all court proceedings including how cases are filed, how evidence is presented, how judgments are issued and how enforcement works.
- Dubai Law No. 7 of 2006 governs real property registration, transfer and amendment of property rights in Dubai and establishes the Dubai Land Department as the registry authority.
