How to File a RERA Complaint in Dubai
Identify the Right Complaint Channel
RERA complaints follow different channels. Developer complaints go through the Real Estate Violations System, rental disputes through the RDC, and broker complaints through RERA Broker Affairs. Choosing the right channel avoids unnecessary delays.
Prepare Your Documents
We gather the documents needed for your complaint, including the SPA, payment records, Ejari, tenancy contract, broker details, correspondence, and evidence of the breach or misrepresentation.
File the Complaint
Developer complaints can be filed through Dubai REST or the RERA website, while rental disputes are filed through the RDC portal or office. We handle the filing and ensure every document is complete and correctly submitted.

How Rent Increases Work Under RERA
Under Dubai Tenancy Law No. 26 of 2007 amended by Law No. 33 of 2008 and the associated RERA Decree, a landlord can only increase rent when the rent is below the current Rent Index value for the property. The permitted increase depends on how far below the index the current rent is. If the current rent is 10 to 19 percent below the index, the maximum increase is 5 percent. From 20 to 29 percent below, the maximum is 10 percent. From 30 to 39 percent below, the maximum is 15 percent. From 40 to 49 percent below, the maximum is 20 percent. If the current rent is 50 percent or more below the index, the maximum increase is 25 percent. A landlord who increases rent beyond these limits is in violation of RERA regulations.

The 90-Day Notice Rule
A landlord must give 90 days’ written notice before any rent increase takes effect. Notice sent with less than 90 days remaining before the rent increase date is not valid under RERA rules. We have handled many RDC cases where the landlord’s rent increase notice was invalidated because the notice period was insufficient.

What to Do If Your Landlord Raises Rent Unlawfully
If your landlord sends a rent increase notice that is more than the Rent Index allows or gives less than 90 days’ notice, you have the right to challenge it. You can check your property’s current Rent Index value on the Dubai REST app. If the increase exceeds what the Index permits, we file an RDC complaint. In many cases, the RDC reverses the unlawful increase and in some situations awards costs against the landlord.

A RERA complaint filed through the Real Estate Violations System for developer violations typically receives an initial response within 5 business days. RERA’s full review and decision process usually takes 20 to 45 days for administrative matters. Complex cases involving construction progress disputes or escrow account investigations can take longer. RERA can and does act more quickly in urgent situations involving imminent financial harm.
Rental Disputes Centre Timeline
The RDC is one of the faster dispute resolution channels in Dubai. Simple rental disputes including unlawful rent increases and security deposit returns typically take 30 to 60 days to reach a first decision. More complex cases involving eviction disputes or significant financial claims can take 3 to 6 months. Appeals add further time. We advise on realistic timelines for your specific type of rental dispute at the first conversation.

Can I get my security deposit back through RERA?
