RERA Complaints Against Developers
When a developer delays a project, cancels a project without proper process, fails to open a correct escrow account or breaches any RERA regulation, we file a formal complaint through the Real Estate Violations System. RERA can impose fines, freeze the escrow account, suspend sales, and, in serious cases, cancel the project. A regulatory complaint concerning a developer may, where appropriate, proceed separately from any judicial claim for compensation or other remedies. The competent forum and availability of parallel proceedings depend on the nature of the complaint, the relief sought and the applicable jurisdictional rules.

Off-Plan Project Complaints and Refund Claims
Claims concerning unfinished or cancelled real property projects falling within the scope of Decree No. 33 of 2020 may be brought before the Special Tribunal for Unfinished and Cancelled Real Property Projects, subject to the Tribunal’s statutory jurisdiction and exclusions. Rent Index Disputes and Rent Increase Challenges
The applicable average rental value is determined by reference to the Dubai Land Department Rental Index in accordance with the applicable rental legislation and the relevant property category and location. Under the RERA Law and Dubai Tenancy Law No. 26 of 2007 amended by Law No. 33 of 2008, a landlord can only increase rent according to a specific formula linked to the Rent Index. Rental Disputes Center Representation
The Rental Disputes Center has exclusive jurisdiction over rental disputes between landlords and tenants of real property in Dubai within its statutory scope, including qualifying disputes in free zones, subject to the exclusions prescribed by Decree No. 26 of 2013. RERA Complaint Followed by Court Action
A RERA complaint alone does not always produce the financial outcome a buyer or tenant needs. When regulatory action does not provide the relief sought, the appropriate judicial forum depends on the nature of the dispute. Rental disputes may fall within the jurisdiction of the Rental Disputes Center, unfinished or cancelled project disputes may fall within the jurisdiction of the Special Tribunal, and other property disputes may fall within the jurisdiction of the competent Dubai Courts. How to File a RERA Complaint in Dubai
Identify the Right Complaint Channel
Different real estate matters are handled through different regulatory or judicial channels. Real estate-company violations may be reported through the Real Estate Violations System where they fall within RERA’s competence, while landlord and tenant disputes fall within the Rental Disputes Center’s jurisdiction where applicable.

How do I file a complaint with RERA in Dubai?

What does RERA regulate in Dubai?
RERA regulates developers, brokers, off-plan projects, escrow accounts, tenancy contracts (through Ejari), the Rent Index and all property market activity in Dubai. It operates under the Dubai Land Department and was established by Dubai Law No. 16 of 2007.
How long does a RERA complaint take?
Developer regulatory complaints typically take 20 to 45 days for an initial RERA decision. Rental Disputes Centre cases take 30 to 60 days for simple disputes and 3 to 6 months for complex cases. We give you a specific timeline for your case at the first conversation.
Can my landlord increase rent above the RERA Rent Index?
No. Rent increases must follow the RERA Rent Index formula. Under Decree No. 43 of 2013, the maximum permitted increase ranges from 0% to 20%, depending on how far the existing rent is below the applicable average rental value. A 90-day written notice is also required. An increase above the permitted amount can be challenged at the RDC.
What is the RERA complaint number in Dubai?
The Dubai Land Department and RERA general enquiry number is 800 4488. RERA complaints for developer violations are filed online through the Dubai REST platform. Rental Disputes Centre complaints have a separate filing process online and in person.
Can RERA cancel an off-plan project?
Yes. RERA has the authority to cancel an off-plan project if the developer is in serious violation of regulatory obligations. Where RERA cancels an off-plan project in accordance with the applicable legislation, purchaser refunds and liquidation are governed by the relevant off-plan and escrow laws. Claims concerning cancelled projects falling within Decree No. 33 of 2020 are determined by the Special Tribunal, subject to the scope and exclusions of that Decree.
What happens if a broker is not RERA registered?
Buying or renting through an unregistered broker gives you significantly weaker legal protection. All property brokers in Dubai must hold a valid RERA licence. An unregistered broker can be reported to RERA Broker Affairs. We also advise on civil claims against unregistered brokers for losses caused by their involvement.
Does a RERA complaint stop me from going to court?
A regulatory complaint does not necessarily prevent separate judicial proceedings, but whether the two processes may proceed in parallel depends on the nature of the dispute, the competent forum, the relief sought and any applicable procedural restrictions. In appropriate cases, regulatory and judicial remedies may address different aspects of the dispute. The appropriate strategy should be determined according to jurisdiction, the available causes of action and the relief sought. We run both tracks together when the situation requires maximum pressure.
What is Ejari and why does it matter for a RERA complaint?
Ejari is the mandatory tenancy registration system. All Dubai tenancy contracts must be registered on Ejari. The RDC currently requires a copy of the latest Ejari lease among the documents for filing a rental lawsuit. Any registration issue should therefore be addressed in accordance with the applicable DLD and RDC procedures before or as part of pursuing the disput. We check your Ejari status before filing any tenancy complaint.
Can I get my security deposit back through RERA?
Security deposit disputes go to the Rental Disputes Centre not directly to RERA. The RDC handles all claims for return of security deposits including cases where the landlord is making unfair deductions. We file RDC cases for deposit recovery regularly.
