Which Laws Make Verbal Abuse a Crime?

Two laws do the main work. The Penal Code, Federal Decree-Law No. 31 of 2021, criminalizes defamation and insult in Articles 425 to 427.

Defamation means publicly attributing a fact to someone that exposes them to punishment or contempt; insult means publicly attacking someone’s honor or dignity without attributing a specific fact. Calling someone a thief is defamation; calling them a degrading name is insult.

The cybercrime law, Federal Decree-Law No. 34 of 2021, takes over the moment the words travel through technology: WhatsApp, email, social media, or any online platform. Its Article 43 covers online insult and defamation, and its penalties are many times heavier than the offline ones.

This is where most modern cases start. A voice note, a group chat message, an emoji used offensively, or a comment under a post all count as use of information technology, which moves the case from the Penal Code’s fines into the cybercrime law’s six-figure range.

The imbalance is deliberate. An insult in a room reaches five people; an insult online is permanent, forwardable, and provable. The Labor Law adds a second layer at work. Article 14 of Federal Decree-Law No. 33 of 2021 prohibits sexual harassment, bullying, and any verbal, physical, or psychological violence against a worker by the employer, superiors, or colleagues.

An abused employee has three tracks, usable together: the criminal complaint for the insult itself, a MOHRE complaint against the employer, and, where the employer committed or tolerated the abuse, the right under Article 45 to leave without notice with full entitlement. Verbal Abuse in the Family

Within the family, verbal abuse is recognized as a form of psychological abuse under the UAE’s domestic violence protection framework, alongside physical and economic abuse.

The framework gives victims tools the ordinary criminal process does not: protection orders restraining the abuser from contact or approach, obtainable through the Public Prosecution, with breach of the order itself a punishable offense.

Police family protection units and the prosecution handle these reports with confidentiality, and reporting does not force a criminal prosecution where the victim seeks protection first. For anyone in this situation, the immediate step is the same as any urgent matter: 999, or the nearest police station.

How to Report Verbal Abuse and the 3-Month Deadline

1. Preserve the evidence: screenshots with dates, voice notes, call logs, and the names of anyone who witnessed spoken abuse.
2. File the complaint: at any police station, through the Dubai Police E-Crime platform for online abuse, or the MoI UAE app nationwide. 
3. Give your statement to the police and, if referred, the Public Prosecution, which decides whether charges proceed.

The deadline is the trap. Insult and defamation are complaint-based offenses: the victim must file within 3 months of learning of the offence and the offender. Wait longer and the criminal route closes, whatever the evidence shows. A civil compensation claim for the harm can still follow a conviction or run on the same facts.
