Dubai's Main Crypto Regulator
VARA rules all crypto activities in Dubai mainland (except DIFC). It was created under Dubai Law No. 4 of 2022. VARA gives licences for exchanges, custody, brokerages, and token issuers. Each activity needs its own licence. Applications are in English. But some papers need Arabic translation. Running crypto without a licence is serious. Fines start at AED 100,000. In some cases, it can turn into a criminal case.
